How to open a hood on Honda Odyssey from the outside?

The inside release lever does not work: it opens freely, but does not tighten up the cord. However, I cannot pull the cord much further (even with pliers) and the hood does not pop up. I am not sure whether the cord is torn (wouldn鈥檛 it move freely in this case?) or whether the latch is stuck (wouldn鈥檛 it prevent the release lever from fully opening?). With a helper, one of you push down on the hood at front center and the other do what what you were doing originally.
