I have a nieghbor who has been diagnosed with a brian tumor. She is the mother of two young children. Her husband is employed, but at her side since she slipped into a coma a little over a week ago. They need help and I wanted to open, with her husband's agreement, a bank account and start to conduct benefits. What are the rules/protocols for setting up such an account?

you need to see a lawyer about a power of attorney. that way everything is in writing, and everyone is covered.
Kay is correct. The reason this is fairly simple is because contributions to it are not deductible for income tax purposes. It is not a recognized charity under IRS 501(c)(3) rules.
