How to open and configure Steam on a computer with public internet access?

How do I open the program Steam (from Valve) so that I can play Counter Strike, etc. from a computer that uses public internet access?





I can get on AIM, and obviously on Yahoo Answers and everything else on the internet, but for some reason when I try to open Steam I get this message:





';It appears that your internet connection is not configured correctly for Steam';.
